R. 1: Regarding the Secretary Appointment to the University Assembly

Introduced Monday, 27 August 2007 in Assembly.

Whereas the position of Secretary is essential to the operation and function of the Graduate and Professional Student Assembly; and

Whereas the University Assembly has given the GPSA authority to appoint graduate and professional student representatives to the University Assembly; and

Whereas serving as one of the graduate and professional student members of the University Assembly is a relatively new responsibility for the Secretary; and

Whereas recent GPSA Secretaries have found difficulty in balancing their GPSA duties, University Assembly duties and degree requirements; and

Whereas it is essential to the operations of the GPSA to have strong communication between the GPSA and the UA;

Be it therefore resolved that the subsequent sections of Graduate and Professional Student Assembly Charter be amended to read:

Article 2:

2.14 Delegate members to the University Assembly

The voting membership of the GPSA will elect three graduate or professional students to serve as delegate members to the University Assembly. At least one representative will be elected from the voting membership of the GPSA and serve as the liaison for UA affairs to the executive committee. Graduate or professional students who are not seated members of the GPSA may be elected to fill the remaining delegate positions. Such delegates shall be considered ex officio (non-voting) members of the GPSA and are required to report on UA activities at GPSA meetings at the request of the GPSA Executive Committee.

Article 5:

5.4 Secretary responsibilities

It shall be the responsibility of the Secretary to chair the Operations and Staffing Committee, to maintain accurate lists of committee appointees and members of the GPSA and Council of Representatives.

5.5 UA representatives

The GPSA shall select three delegates to the University Assembly by May 1st, pursuant to ARTICLE 2.14. These delegates shall represent graduate and professional student interests at the UA, and communicate UA activities to the GPSA and Communications Committee.

Article 8:

8.6 Operations and Staffing Committee

Members of the Operations and Staffing Committee shall include all standing committee chairs; the GPSA President and Vice-President shall serve as ex officio (non-voting) members. The GPSA University Assembly representatives shall be considered voting members for all appointments to University Assembly Committees. By the end of September, the Operations and Staffing Committee shall set the size of and appoint members to the Funding Policy Committee, Communications Committee, Graduate and Professional Student Assembly Finance Commission, Pay and Benefits Committee, and Events Committee. These appointments shall be subject to the approval of the Executive Committee. After initial committee appointments are made, vacancies may be filled by members appointed by the Executive Committee or appointed by committee chairs to their own committee. Any members appointed by committee chairs are non-voting members until the appointment is approved by the Executive Committee.

Be it further resolved that these changes shall take effect immediately.
