Whereas, the Graduate & Professional Student Assembly (GPSA) is the representative body for graduate and professional Students at Cornell, and;

Whereas, the GPSA formed an Ad hoc committee, hereafter referred to as the Charter Committee, in the Fall of 2008 to revise and evaluation the GPSA charter;

Whereas, the Charter committee found the charter difficult to read and follow, and;

Whereas, the Charter committee recommends making the charter clearer and more modular for organization and searchability, and;

Whereas, the Charter committee recommends splitting the Appendix A and B from the charter to create the GPSA Charter, the GPSA Bylaws, the GPSA Eligibility and Obligations for Byline Funding, the GPSA Byline Allocation Procedures and the GPSAFC Funding Guidelines, and;

Whereas, the Charter Committee recommends clarifying the naming to be the Graduate and Professional Student Association (GPSA), the Graduate and Professional Student Association Assembly (the Assembly or GPSAA) and Graduate and Professional Student Association Council of Representatives (the CoR or GPSA-CoR), and;

Whereas, the Charter Committee recommends clarifying the Funding Policy Committee and the Finance Commission by renaming the Funding Policy Committee to the Appropriations Policy Committee (APC), and;

Whereas, the Charter Committee presents the GPSA Eligibility and Obligations for Byline Funding and the GPSA Byline Allocation Procedures as recommended by the current Funding Policy Committee and;

Whereas, the Charter Committee recommends a standard mechanism to keep the charter current and enforced.

Be it therefore resolved that the Graduate and Professional Student Assembly approves the charter as presented and amended in the new Graduate and Professional Student Association Charter, and;

Be it therefore resolved that the Graduate and Professional Student Assembly approves the Graduate and Professional Student Association Bylaws as presented and amended, and;

Be it therefore resolved that the Graduate and Professional Student Assembly approves the Graduate and Professional Student Association Bylaws as presented and amended, and;

Be it further resolved that the Graduate and Professional Student Assembly approves the GPSA Byline Allocation Procedures as amended, and;

Be it further resolved that the Graduate and Professional Student Assembly approves the GPSA Eligibility criteria and Obligations for By-line Funded Organizations as amended, and;

Be it further resolved if the Graduate and Professional Student Assembly does not approve the GPSA Byline Allocation Procedures and GPSA Eligibility criteria and Obligations for By-line Funded Organizations, that these documents be replaced by the current charter’s Appendix A and Appendix B respectively, and;

Be it further resolved, that all approved documents last amended date be amended to read March 23, 2009 and the ‘Draft’ water marks removed, and;

Be it further resolved that all documents created in this resolution be put on the GPSA website as html, .doc and .pdf formats in coordination with the Office of Assemblies, and;

Be it further resolved, that all presented documents shall take effect for the 2009–2010 GPSA elections and actions upon approval of the President of the University, and;

Be it finally resolved that this resolution be sent to the David Skorton, the President of Cornell University Peggy Beach, Director of the Office of Assemblies, Kent Hubbell, the Dean of Students, and Allison Power, The Dean of the Graduate School.
