Resolution 17: A Resolution Amending Previously Adopted Resolution 11
WHEREAS, At its regular meeting on Monday, March 26, 2012, the Graduate and Professional Student Assembly (GPSA) unanimously voted to adopt Resolution 11, a series of changes to the GPSA Byline Allocation Procedures (Procedures) and the GPSA Eligibility Criteria and Obligations for Byline Funded Organizations (Criteria); and
WHEREAS, This resolution requires the approval of David Skorton, President of Cornell University; and
WHEREAS, President Skorton sent Resolution 11 to the Cornell Office of the University Counsel; and
WHEREAS, Counsel’s Office reviewed the resolution and offered a series of suggested changes; and
WHEREAS, This resolution addresses those changes; and
WHEREAS, Prior notice for a Motion to Amend Something Previously Adopted (RONR �35) was not given; and
WHEREAS, Therefore this resolution requires a 2/3 majority of those present and voting for passage; therefore, be it
RESOLVED —
That the following amendments be made to the Procedures and Criteria, in addition to those amendments already adopted in Resolution 11:
1. Procedures, Item II(b)
Original Language
Ensure that applying organizations, including GPSA and GPSAFC, fulfill all requirements outlined therein, with particular attention being paid to organizations that have not applied for byline funding before.

2. Procedures, Item III(b)(iv)
Original Language
The organization seeking byline funding then has the opportunity to revise its request, and the Appropriations Committee will reconsider its recommendation before the next regular GPSA meeting.

If an organization’s first request for byline funding is not approved, the organization shall then have the opportunity to revise its request, and the Appropriations Committee will reconsider its recommendation before the next regular GPSA meeting.
3. Procedures, Item III(c)(i)
Original Language
After each of the Appropriations Committee’s recommendations for organizations seeking byline funding has been voted on, a collective GPSAF is presented to the GPSA voting members as a resolution. The allocations of the GPSAF will only be to the “eligible” organizations, those which received a majority vote under Item III.b.iii or Item III.b.vi.

8. Criteria, Section 5.02(d)(1)

Each organization shall, every fall semester, present to the GPSA during a regular meeting an oral account of the use of its Fee allocation (or, if necessary, of its entire operation) for the previous academic year, as well as, if asked to do so, a summary of its activities, including usage statistics and future programming plans.

In addition, the GSPA may request an organization to present (during a regular meeting) an oral account of its entire operations and/or a summary of its activities, including usage statistics and future programming plans.
9. Criteria, Section 5.03(a)

Organizations which repeatedly violate these guidelines shall have their eligibility for funding investigated and the GPSA may levy penalties or sanctions to organizations that are found in violation of these guidelines.
