Whereas the University Assembly (the Assembly) “may examine matters which involve the interests or concern the welfare of a substantial segment of the campus community and may make recommendations or resolutions thereon to the President or to other appropriate officers or decision-making bodies of the University… [including] transportation and commuter policies”;
Whereas the Department of Transportation Services (Transportation Services) has prepared new policies regarding transportation and commuter policies for employee retirees and faculty/staff with disabilities in consultation with the Assembly’s Campus Infrastructure Committee (the Committee), the substance of which is as follows:
Fully retired employee:
- Same options available for all retirees.
- A free parking option retained: O/A parking areas
- An additional option of full-time OmniRide (transit program) added as an option instead of a free parking permit.
- One exception: 25-year retirees would be eligible for one book of (10) one-day Z permits/year.
Retired and returning to work employee:
- Same options available to all current employees.
- Exception: may retain no-fee O/A permit, any other permit would be purchased at the full employee rate.
Accessible parking program for disabled faculty, staff, and retirees:
- Municipal hangtag will be sole means by which you demonstrate eligibility to obtain a campus permit for accessible parking.
- No fee parking option remains: perimeter parking areas
- New AP permit available for a fee (equivalent to the perimeter rate); allows parking in any legal permit space including accessible spaces.
- A review committee is formed to make assessments of cases of financial hardship, necessity of a reserved space, and a no-fee accessible permit based on a work location that is inaccessible using the free options available.
Whereas Transportation Services has proposed this policy to supplant current practices, the substance of which are as follows:
Retiree employee with under 25 years of service
No longer working at Cornell University (fully retired)
- ‘A’ lot parking permit (no fee); must demonstrate need
- Transit service: retiree employees with CUID cards will receive TCAT “zone 1” privileges Monday — Friday; this is the same base privilege accorded to all regular Cornell employees
Returning to work at Cornell University
- ‘A’ lot parking permit (no fee)
- Appropriate permit for their work area at the current rate
- Transit service: retirees with CUID cards will receive TCAT “zone 1” privileges Monday — Friday; this is the same base privilege accorded to all regular Cornell employees
- TDM programs (TDM: Transportation Demand Management Programs: OmniRide, RideShare, VanPool)
Employee retiree with 25 years of service or more
No longer working at Cornell University (fully retired):
- ‘A’ lot parking permit (no fee); must demonstrate need
- Transit service: retirees with CUID cards will receive TCAT “zone 1” privileges Monday — Friday; this is the same base privilege accorded to all regular Cornell employees
- Daily visitor area parking permit (no fee) available at Parking & Information booth upon presentation of Cornell Identification card with 25-year designation.
- ‘Z’ permit available; Must demonstrate need
Returning to work at Cornell University and working less than 20 hours per week:
- ‘A’ lot parking permit (no fee)
- Appropriate permit for their work area (based on space availability) at no fee
- TDMP programs
- Daily visitor area parking permit (no fee) available at Parking & Information booth upon presentation of Cornell Identification card with 25-year designation.
Returning to work at the University and working at least 20 hours per week:
- ‘A’ lot parking permit (no fee)
- Appropriate permit for their work area (based on space availability) for a fee
- TDMP programs
Faculty, staff, and employee retirees who are disabled
- Staff/faculty member completes the Application for Accessible Transportation and submits form to their health provider. Health provider returns forms to Transportation office. Transportation office forwards application to a Cornell health provider to review and make a recommendation to Transportation.
- Transportation office offers individual the appropriate accommodation:
- a parking permit at the regular rate
- a free accessible parking permit
- If staff member disagrees with decision, may appeal to Workforce Policy and Labor relations
Whereas the Committee endorsed the proposed policy in order to eliminate inconsistencies in current practices with respect to transportation parking accommodations for employee retirees and persons with disabilities; therefore be it:
Resolved the Assembly approves the substance of the proposed policy and its prompt implementation by Transportation Services.
