May 5, 2009 Letter to President: Conveying Proposed Charter Revision

Dear President Skorton,

Pursuant to the amendment process specified in Article 9, Section 2 of the Employee Assembly Charter, I am writing to request your approval of an extensive revision, approved by the Assembly on Wednesday, March 18 and confirmed by an employee referendum on Monday, April 27. More than 20% of 9, 832 eligible employees voted on the referendum, with 1,650 in favor, 130 against, and 203 abstaining on the referendum question.

The proposal is the culmination of a yearlong review conducted by a committee of the Assembly in close coordination with the Office of the Assemblies. The most significant change is that in the future the Assembly may revise the Charter without holding a referendum, a change we hope will enable the Assembly to better adapt to shifting community needs. Future amendments will continue to be subject to your approval as they are in the current Charter. The new version also removes a reconciliation process that the Assembly had not ever used, adds a provision for impeachment and removal of members, and modifies the language of the document to read consistently.

Additionally, there are several other changes to the document that are internal to the Assembly and do not require your approval. In the future, all amendments to the Charter will require your approval.

Please find attached two versions of the proposed Charter revision: one with changes highlighted and one with changes applied. We appreciate your engagement in this significant step forward for the Assembly, and we look forward to receiving your response.
