Cornell Collegetown Student Council Constitution

Preamble The Cornell Collegetown Student Council is a university organization hereby established to identify solutions facing students, landlords and residents in order to foster a shared sense of community and produce a more vibrant Collegetown.

Article One: Name The Cornell Collegetown Student Council shall be a registered student organization, hereafter referred to also as CCSC. It will be an independent commission of the Student Assembly.

Article Two: Mission and Purpose The Mission of CCSC is to address the concerns of Collegetown residents, combat neighborhood issues, and serve as the student representative for Cornell student body in all matters related to Collegetown affairs. The issues this organization seeks to address include, but are not limited to, promoting economic development; maintaining strong community relations; and ensuring the safety and security of all students in Collegetown. Ultimately, the CCSC aims to make policy recommendations to the Collegetown Neighborhood Council, Student Assembly, Interfraternity Council, and Panhellenic Council.

Article Three: Membership Section 1: Student Membership The membership of the CCSC is open to all currently registered undergraduate and graduate students at Cornell University. The CCSC will seek and actively solicit the input and participation of representatives from other on-campus student leadership and service organizations including, but not limited to, the Student Assembly (SA), byline funded organizations of the SA, and fraternities and sororities respectively.

Section 2: Administration Participation With the cooperation of the Dean of Students Office and other University Departments, the CCSC and its subcommittees will be guided by staff members who will serve as advisors.

Article Four: Structure and Function Section 1: Executive Powers The executive powers herein granted shall rest with the officers of the Cornell Collegetown Student Council, who shall oversee and coordinate the actions of the general membership and subcommittees. The officers shall be responsible for fulfilling reporting activities to the Student Assembly.

Section 2: The Board The Board will meet together at least once every two weeks during the fall and spring semesters and as otherwise needed.

Article Five: Officers Section 1: Elections Nominations will be made during spring semester for officer positions: Chairman, Vice Chairman of Outreach and Research, Vice Chairman of Public Relations and Recruitment, Vice Chairman of Programming, Liaison to the Collegetown Neighborhood Council, Secretary, and Treasurer. These officers shall make up the Executive Board of the CCSC. Elections will be held during the spring semester. The CCSC officers will be selected by a majority vote of the membership.

Section 2: Elected Officers All elected officers will serve a two-semester term beginning the summer immediately following elections. Outgoing officers are expected to train their successors. All officers are expected to attend meetings, perform the duties assigned to them by the Board, and notify the other officers of their progress.

All officers are subject to removal from office if they fail to perform the duties of their office by a 2/3 majority vote of the general membership. In this event, the remaining officers will share the duties of the removed officer until an election is held within two weeks.

Section 3: Elected Officer Responsibilities The Chairman shall be vested with the executive authority of the Board and shall run and oversee the function of the Cornell Collegetown Student Council. The Chairman shall oversee the actions of all other elected officers and ensure that they conform to their intended responsibilities and directives. The Chairman shall also serve as the liaison to the Student Assembly, Interfraternity Council, and Panhellenic Council.

The Vice Chairman of Outreach and Research shall be responsible for communicating with the Collegetown Neighborhood Council and the city of Ithaca regarding relevant issues between Collegetown and the Cornell student body, as well as conducting research on these issues. The Vice Chairman of Outreach and Research shall also be responsible for communicating survey results to the CCSC, which will be used in the proposal of solutions to identified issues.

The Vice Chairman of Public Relations and Recruitment shall be responsible for the promotion of the Cornell Collegetown Student Council among the student body and maintenance of relations with the student body and council members. The Vice Chairman shall also be responsible for the recruitment of new members and the expansion of the Council’s reach within the university and collegetown.

The Vice Chairman of Programming shall be responsible for coordinating, organizing and executing the projects of the Cornell Collegetown Student Council. It shall also be the responsibility of the Vice Chairman of Programming to communicate these initiatives to Collegetown residents, designated neighborhood officials, and the greater student body.

The Liaison to the Collegetown Neighborhood Council shall be responsible for reporting back to the CCSC regarding issues and topics discussed by the Neighborhood Council. The Liaison shall attend Neighborhood Council meetings and update them with the latest activities of the CCSC.

The Secretary shall be responsible for recording minutes at every CCSC meeting, sharing the minutes with the CCSC upon the conclusion of each meeting, and organizing the Council’s affairs.

The Treasurer shall be responsible for maintaining CCSC’s finances and applying for funding at the beginning of every semester.

Article Six: Oversight As an independent commission of the Student Assembly, the Board of CCSC will have sole autonomy over its internal operations and sole discretionary control over its programming, outreach, and logistics.

Article Seven: Amendments Amendments may be proposed by any member of the Council, and is subject to debate and revision at the discretion of the chairman. The Council shall be responsible for approving changes to the Board’s Constitution and governing documents by 2/3 majority vote.

Article Eight: Adoption This document shall be adopted as the Constitution of the Cornell Collegetown Student Council. Upon ratification by majority vote of the Council, the provisions of this Constitution shall become binding.
