R. 9 Committee Membership Rights

Whereas, the University Assembly is responsible for maintaining several active committees.

Whereas, the University Assembly currently has multiple inactive committees.

Whereas, members of the University Assembly are only allowed to be liaisons to committees, without any of the voting or officer rights afforded to full members.

Whereas, the University Assembly is the only legislative body within the Cornell University governance system in which members cannot serve on committees.

Be it therefore resolved, that the University Assembly Charter be amended as follows with deletions in strikethrough. : 2.2 Exclusion A voting member of the UA may not serve concurrently as a University Trustee, or as a member of the Assembly’s standing committees and boards, except where specified in this Charter.

Be it further resolved, that the University Assembly Charter be amended to provide for:

2.3 Committee Membership
A voting member of the UA, with an affirmative majority vote from the UA, may fill any vacant seats on committees until the relevant constituency fills the seat. Voting UA members are non-voting ex-officio members of every UA committee. Voting or non-voting ex-officio members may serve as Chairs or other officers of committees, per the bylaws and standing rules of each committee.
