R.1 Resolution to Amend the Charter and Bylaws of the University Assembly

Whereas the University Assembly (the Assembly) was established in 1981;

Whereas key provisions of the Assembly’s charter remain unchanged from its passage in 1981;

Whereas the Assembly is empowered to amend its Charter to provide for more effective operations;

Whereas the Executive Committee of the Assembly, in consultation with members of the Assembly, leaders of other campus assemblies, the university administration, and interested members of the community has developed the attached proposal to significantly revise the Charter and Bylaws of the Assembly (the proposal);

Be it therefore resolved that the Assembly respectively adopts the proposal effective June 1, 2011 and subject to qualifications provided in this resolution;

Be it further resolved that no seated member or officer of the Assembly shall have his or her term abridged by effectuation of the proposal such that adjustment of the number of members or officers of the Assembly will be achieved through attrition, resignation, or removal only;

Be it further resolved that the Childcare Services Subcommittee remains as an ad-hoc committee reporting to the Family Services Committee for the remainder of the year;

Be it further resolved that the Executive Board of the Assembly will staff respective ad-hoc committees to determine the best way to address the Assembly’s authority in the following areas:

  • budget and planning,
  • diversity and inclusion,
  • information technology, and,
  • childcare services;

Be it further resolved that each such committee will include:

  1. representatives of the Assembly,
  2. representatives of any relevant community committees or organizations, and,
  3. representatives of units related to the subject area of the committee;

Be it further resolved that each such committee will prepare a report due to the Assembly no later than April 1, 2011, which:

  1. considers the following mechanisms: a standing committee of the Assembly, an associated committee of the Assembly, ex-officio membership of certain adminstrators or community leaders,
  2. recommends the best mechanism to assure effective communications between the Assembly, relevant administrative units, and community groups, and,
  3. includes proposed legislation to incorporate the recommended mechanism into the Bylaws of the Assembly;

Be it further resolved that the Executive Board of the Assembly may add members to or remove members from such committees to assure effective operation and fair representation of stakeholders;

Be it finally resolved that this resolution be submitted to the President of the University for approval.
