R 6. Security Design Mandate for New Buildings on Campus

WHEREAS, Facilities Services has a project management guidebook for ensuring consistency in the quality of new constructions and major renovations; and

WHEREAS, Facilities Services does not currently have a method to determine tiered physical security needs of construction or renovations based on building use; and

WHEREAS, presently there are no mandates for considering security costs and measures during the design phase of the building planning; and

WHEREAS, adherence to current physical security guidelines are often among the first to be cut when funding is considered low; and

WHEREAS, considering physical security in the early phases of construction planning can help reduce the overall cost of physical security; therefore, be it

RESOLVED, that Facilities Services continue to work with Risk Management, Cornell Police and Environmental Health and Safety via the Building Security Committee to design appropriate security measures into every new building on campus, based on the building use.

RESOLVED, that the committee explore the possibility of adapting the project management guidebook to include tiered mandates that adequately address engineering physical security measures into every new building on campus.
