Dear Jim,

Upon reading UA R9 again, I realized that the year of the Faculty Senate resolution (line 13) should be 2012 instead of 2013. With this minor change, I will accept the University Assembly’s Resolution 9.

I also appreciate your having forwarded my request to review the issue of “limited advance-notice procedures” to the Chair of the Codes and Judicial Committee, and I look forward to receiving a companion resolution, which together with Resolution 9, reconciles conflicting policy provisions of the Campus Code of Conduct regarding responsible free expression. By extension, I will approve the incorporation of the resolutions in the Campus Code. Once I have approved this companion resolution, I will convene a working group to work on the ambiguity and conflict between the Campus Code and the various “use-of outdoor space” policies on campus.

I thank Assembly members for their dedication to this complex issue, as demonstrated in reporting, recommendations, comments, and especially the work of the Codes and Judicial Committee to reconcile the provisions. The university community will be well served by the resulting clarity of the rights and responsibilities of all parties when legitimate forms of free expression take place on our campus.
