R. 28: Resolution Regarding Executive Committee Mentoring Duties

As discussed Thursday, 1 March 2007.

Whereas, new student representatives have a difficult time acclimating to the rules and procedures of the Student Assembly;

Whereas, Bylaw 4.1.b. of the SA Charter, amended during the 2005–2006 academic year, included a parliamentary procedure workshop which was implemented this year but, due to its time limitations and one-time nature, does not provide new representatives with an ongoing method to learn about the assembly and garner feedback,

Whereas, the Executive Committee would provide good guidance and serve as a positive influence for new student representatives;

Whereas, Bylaw 4.2.a.2 reads,

“The Executive Committee shall be composed of the President and Executive Vice President and three Vice Presidents.”

Whereas, Bylaw 4.2.a.3 reads,

“The Executive Committee shall serve a one-year term.”

Be it therefore resolved that the Student Assembly will create and enforce Bylaw 4.2.b.4, to read as follows:

“The Executive Committee shall consult with each new student representative, with the primary purpose of mentoring, for at least one hour per month during at least the span of their first semester on the assembly and up to and including their full term on the assembly, if mutually desired.”

Be it further resolved, Bylaw 7.6.a.4 regarding the Executive Committee shall be updated to read:

Bylaw 7.6.a.4 Executive Committee - The committee establishes the agenda for the SA meetings. The committee also coordinates and implements activities of the SA. The Executive Committee will announce to the SA when such meetings are taking place. The Committee will also meet regularly with new student representatives, pursuant to Bylaw 4.2.b.4. Members are elected internally by the Assembly at-large to a one-year term. The committee consists of the President, the Executive Vice President, the VP Finance, the VP Internal Operations and the VP Public Relations. The Director of Elections, the Executive Archivist, the Dean of Students and the Director of the Office of the Assemblies serve as ex-officio members. The Executive Vice President shall serve as chair.

Be it finally resolved, that the Student Assembly should evaluate the success of this program in the future and determine if such a program should be implemented for all new representatives regardless of the constituency that they represent.
