R.35 Creation of Liaisons Between the Club Sports Council and the SAFC

Subject of Resolution:Creation of Liaisons Between the Club Sports Council and the SAFC
Status/Result: 

Whereas the purpose of the “Club Sports Council is to provide a student voice for club sports on Cornell’s campus. The CSC is an association of student-run club sports teams united to provide opportunities for competitive sport activities and serve as a liaison between member teams, the Student Activities Office (SAO), the Student Assembly Finance Commission (SAFC), and Cornell University administration. The CSC will serve as a governing body for club sports and provide a forum for the exchange of information and resources among member clubs. The CSC hopes to promote participation in club sports programs and make recommendations for policies, procedures, and allocations pertaining to Cornell’s club sports”.

Whereas the current relationship between CSC and SAFC allows for little interaction and thus limited ability to address the needs of club sports in the funding process.

Whereas the Student Assembly Finance Commission allocates a significant percentage of its funds to club sports each semester and has historically allocated to this cap.

Be it therefore resolved that Article 2, Section 1 of the SAFC Charter be amended as follows with additions in bold and deletions in strikethrough:

The SAFC will consist of no more than thirty and no less than twenty members, not counting any members who serve as members by virtue of their position in the SA or another organization.

The Club Sports Council (CSC), with approval of the SA, may appoint one liaison who will serve as a full voting nonvoting member of the SAFC. The liaison will have all the responsibilities of a regular commissioner and the following additional responsibility: to foster a relationship between the CSC and the SAFC to improve the funding process for club sports organizations.

Be it further resolved that the following be added the SAFC Bylaws as Bylaw 10:

The SAFC will appoint one of its members to serve as liaison to the Club Sports Council in order to coordinate collaborative activities between the organizations.

Be it therefore resolved, that the existence of a CSC liaison during Fall 2009 is a preliminary step, that the continuation of the relationship is contingent on the CSC fulfilling a reorganization process as approved and overseen by the Student Assembly; that the Club Sports Council is expected to organize its structure by the Spring 2010 funding semester and create formal membership requirements that pertain to all club sports which would require each team to send representatives to the governing body’s meetings; that this membership status and good standing be pre-requisite to applying under the status of a club sport during the funding process; that in the future the CSC and SAFC would establish a two step funding process whereas the CSC would subjectively pre-approve the funding requests at a minimum of one week before the SAFC deadline, and the SAFC would then review the budgets to make objective decisions based on its guidelines; where the CSC liaison would serve in the capacity of an ex-officio SAFC e-board member for the purpose of addressing the subjective decisions made by the CSC in the pre-approval process.

Be it further resolved that the changes put forward in this resolution will expire at the end of the 2010 Spring semester unless the SA takes affirmative action to extend them or make them permanent.

Be it further resolved, that this resolution be forwarded to the Office of the Assemblies, and Anne S. Linker, the future leader of CSC.
