R. 42 Establishing Standing Committee on Transfer Affairs (COTA)

Adopted on Thursday, 30 April 2009.

Whereas, the Ad-Hoc Committee on Transfer Affairs (COTA) was created on Thursday, 22 January 2009.

Whereas, the Committee was charged with the specific purpose of initiating and implementing transfer-related activities and legislation.

Whereas, the Committee has proved its effectiveness in voicing transfer-related concerns to the university administration and promoting significant changes to academic, housing, and orientation policies.

Whereas, the Student Assembly Committee on Transfer Affairs serves a large-segment of the student-body by working to solve the unique and challenging problems transfer-students face in adjusting to Cornell life.

Be it therefore resolved that the Assembly adopts:

Bylaw 7.8.a.3
Committee on Transfer Affairs (COTA) — COTA shall be charged with the duty of advocating for current and future transfer students to ensure that they experience an adequate transition to Cornell University.
The Committee will draft and champion transfer-related legislation, and push for positive changes to the transfer experience.
The Committee will serve to represent current transfers by focusing on quality of life issues including, but not limited to housing, academic, and orientation policies.
The Committee will serve future transfers by working to keep them aware of the challenges and benefits associated with transferring to Cornell.
The Committee shall not exceed fourteen total members, nor shall it exceed nine voting members. Quorum shall consist of a majority of the voting members.
The Committee on Transfer Affairs is to be chaired by the Transfer Representative to the Student Assembly, and the majority of the Committee shall be composed of transfer students. Ex-officio members will include: Chair of the Campus Life Student Advisory Committee, Chair of the Student Assembly Committee of Residential and Community Life, Residential Programs Director, and the Vice President for Student and Academic Services. A majority of the committee will be comprised of undergraduate students, including both transfer and non-transfer students.
