R.35 Student Assembly Absentee Policy

Whereas, Article 3.4 of the SA Charter reads,
Any voting members who are absent for three consecutive regularly scheduled meetings will lose their right to vote and their position will be considered vacated. Any voting members who are absent, excused or unexcused, for a total of seven regularly scheduled meetings cumulatively during their term will lose their right to vote and their position will be considered vacated. Any voting members who are absent, but unexcused, for a total of 3 regularly scheduled meetings cumulatively during their term will lose their right to vote and their position will be considered vacated�

Whereas, extenuating circumstances may arise that require analysis and review by SA members before seats are automatically vacated;

Whereas, according to Bylaw 4.1.d of the SA Charter, SA members may autonomously recall any officer from his or her office.

Bylaw 4.1.d
Two-thirds (2/3) of the seated members of the SA may vote to recall any officer of the SA from his or her office. Two-thirds (2/3) of the seated SA members may vote to recall any representative of the SA to the UA from his or her office.

Be it therefore resolved, that Bylaw 3.4.c be added to the Charter to read:

Bylaw 3.4.c
If a voting SA member is to be in violation of the Absentee Policy, each of the following procedures must be followed in the given order.

Bylaw 3.4.c.1
An open informational forum will be scheduled and held within not more than one (1) week of the violation, where a discussion of the circumstances surrounding the violation will occur. The SA voting member must have a reasonable opportunity to attend the forum.

Bylaw 3.4.c.2
Two-thirds (2/3) of the seated SA members may vote to reinstate the SA voting member in violation of the Absentee Policy to his or her seat during the following SA meeting.

Bylaw 3.4.c.3
Should a two-thirds (2/3) majority not be reached, the vacant seat shall be filled according to the provisions of Article 3, Section 4.

Be it finally resolved, that Bylaw 4.1.e be added to the Charter to read,

Bylaw 4.1.e
Any elected SA officer in violation of the Absentee Policy must vacate his or her office without recourse.
