Cornell Badminton

Whereas, the Appropriations Committee issued the following report:

The committee voted that the SAFC did err in denying funding to Cornell Badminton for their durable goods by a vote of 8–0−0. The committee felt that since shuttlecocks are essential to the group’s purpose, they should be funded. In addition, decisions of previous appeals have indicated that Badminton has been funded for shuttlecocks in the past.

The Appropriations Committee voted that the SAFC did not err in denying funding to Cornell Badminton for their travel event to Princeton by a vote of 0–8−0. The committee felt that since the group did not provide adequate proof of event documentation at the original budget deadline, the group should not be funded for the travel event to Princeton.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Cornell Badminton for their durable goods, and Cornell Badminton should be funded by the SAFC for an additional $3840.
• The SAFC did not err in denying funding to Cornell Badminton for their travel event to Princeton, and the SAFC decision will stand.

Healthnuts

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Healthnuts for its durable goods by a vote of 0–8−1. The committee felt that since the organization did not provide a storage location for the durable goods by the original funding deadline, the appeal should not be granted.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to Healthnuts for its durable goods, and the SAFC decision will stand.

ILR Sports Management Club

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to ILR Sports Management Club for its travel event conference fees by a vote of 0–10–2. The committee felt that since the organization did not submit the proper price quote documentation, the appeal should not be granted.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to ILR Sports Management Club for its travel event conference fees, and the SAFC decision will stand.

Shimtah

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did err in denying funding to Shimtah for their local event by a vote of 5–3−0. The committee felt that since the guidelines were confusing to Shimtah on what a room reservation consisted of and it made a concerted effort to provide room reservation documentation, Shimtah’s appeal should be granted.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Shimtah for their local event, Shimtah should be funded by the SAFC for an additional $130.

Cornell Shake Ultimate

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Cornell Shake Ultimate for its travel event by a vote of 0–11–0. The committee felt that since the organization did not submit proper documentation describing the dates of the travel event, the appeal should not be granted.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Cornell Shake Ultimate for its travel event, and the SAFC decision will not stand.

Cornell Hillel

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did err in denying funding to Cornell Hillel for books requested by a vote of 10–0−1. The committee felt that it was unreasonable for the group to think that they needed to provide proof that 300 books were not available in the Cornell library for continual use.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Cornell Hillel for books requested, the SAFC should fund Cornell Hillel an additional $1,650.

Slope Media Group

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did err in denying funding to Slope Media Group for their web server space by a vote of 7–1−1. The committee felt that while free server space is offered by the SAO at Cornell, it doesn’t provide nearly enough of the functionality that Slope Media Group needs for it to be successful. Thus, the committee felt that this did not present an issue of duplication.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Slope Media Group for their web server space, the SAFC should fund Slope Media Group an additional $27.

Human Flight Project

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Human Flight Project for its durable goods requests by a vote of 1–8−1. The committee felt that since the organization did not provide a location of where the goods would be stored, the appeal should not be granted.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to Human Flight Project for its durable goods requests, and the SAFC decision will stand.

Cornell International Affairs Society

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Cornell International Affairs Society for their Montreal trip by a vote of 0–8−2. The committee felt that since the organization did not provide adequate documentation describing the dates of the conference, the request for the travel event is considered invalid. In addition, the committee voted to uphold the SAFC guideline that sets a cap of $1500 for international travel by a vote of 1–7−2.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Cornell International Affairs Society for their Montreal trip, and the SAFC decision will not stand.

Cornell Coalition for Life

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Cornell Coalition for Life for their travel event and durable good by a vote of 0–12–0. The committee felt that since the organization failed to submit proper documentation for the amount of miles traveled, the appeal should not be granted for the travel event transportation. In addition, the committee felt that since there was no documentation that indicated the storage place for durable goods, the appeal should also not be granted for the durable goods.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to Cornell Coalition for Life for their travel event and durable good, and the SAFC decision will stand.

Cornell Catholic Fellowship

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Cornell Catholic Fellowship for their durable good request by a vote of 0–8−0. The committee felt that since the organization did not provide the SAFC with a document from the library ensuring that the library did not already have the materials, the appeal should not be granted.

The Committee voted that the SAFC did err in denying funding to Cornell Catholic Fellowship by considering them a first semester organization by a vote of 8–0−0. The committee felt that since the organization applied successfully for funding within the last two semesters, it should be considered a second-semester organization.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to Cornell Catholic Fellowship for their durable good request, and the SAFC decision will stand.
• SAFC did err in denying funding to Cornell Catholic Fellowship by considering them a first semester organization, and Cornell Catholic Fellowship should be funded an additional $374 from the SAFC, which is the difference between the amount the organization was allocated and its original $500 cap.

Phi Gamma Nu

Whereas, the Appropriations Committee issued the following report:

The Appropriations Committee voted that the SAFC did not err in denying funding to Phi Gamma Nu for the UPenn trip by a vote of 0–8−0. The committee believed the trip is considered a retreat and therefore not a professional development exercise essential to the group’s purpose.

The Appropriations Committee voted that the SAFC did not err in denying funding to Phi Gamma Nu for their Ruloffs event by a vote of 0–7−1. Committee members felt that since the event was not open to the Cornell community and that the receipt was not valid documentation, the organization’s appeal should not be granted.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to Phi Gamma Nu for the UPenn trip, and the SAFC decision will stand.
• The SAFC did not err in denying funding to Phi Gamma Nu for their Ruloffs event, and the SAFC decision will stand.

Slope TV

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did err in denying funding to Slope TV for the zoom audio recorder by a vote of 9–0−0. The committee felt that this device should not be characterized as for the “production of music” and it can be considered an audio recording device much like a camcorder or camera.

The Committee voted that the SAFC did not err in denying funding to Slope TV for “Pluraleyes Software” by a vote of 0–9−0. The committee felt this item is software and that the idea that a “plug-in” was not software did not hold weight.

The Appropriations Committee voted that the SAFC did err in denying funding to Slope TV for the tripod by a vote of 7–1−1. The committee felt that the tripod was not a duplication of resources and that the organization had the right to request an additional tripod.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Slope TV for the zoom audio recorder, and the SAFC will fund Slope TV an additional $336 for this item.
• The SAFC did not err in denying funding to Slope TV for “Pluraleyes Software”, and the SAFC decision will stand.
• The SAFC did err in denying funding to Slope TV for the tripod, and the SAFC will fund Slope TV an additional $150 for this item.

Haitian Students Association

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to the Haitian Students Association for their local event by a vote of 0–8−2. The committee felt that since the organization failed to submit a Use of University Property form with the original funding application, the appeal should not be granted.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to the Haitian Students Association for their local event, and the SAFC decision will stand.

Cornell Israel Public Affairs Committee

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to CIPAC for their local event by a vote of 0–6−2. The committee felt that since CIPAC did not submit the proper documentation before the deadline, its funding shouldn’t be considered valid.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to CIPAC for their local event, and the SAFC decision will stand.

Reflections, Co-organized Event

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did err in denying funding to Reflections Co-org for its local event by a vote of 8–0−2. The committee felt the group provided appropriate documentation for the reservation of rooms for April 10th, 11th, and 12th in its original documentation.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Reflections Co-org for its local event, and the SAFC will fund Reflections Co-org an additional $850.

Tennis Club

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Tennis Club for its local event by a vote of 1–7−0. Tennis Club did not include any price quote documentation before the deadline as well as at the appeal hearing. In addition, the spreadsheet is not accepted as official documentation since it does not meet the criteria of documentation as set forth in the SAFC guidelines.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to Tennis Club for its local event, and the SAFC decision will stand.

Theater Club

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Theater Club for artist honorarium at the local event by a vote of 0–5−3. The committee felt that since the organization did not submit an appropriate letter of intent on the official university form and both parties, as stated in the SAFC Guidelines, didn’t sign it, the documentation should not be considered valid.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to Theater Club for artist honorarium at the local event, and the SAFC decision will stand.

Friends of the Gorge

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did err in denying funding to Friends of the Gorge for the durable goods used for its gorge improvement project by a vote of 8–0−0. The committee felt that lumber, decking material, screws, etc. were appropriate durable goods because they could be stored on campus, were reusable, and would not significantly deteriorate over the next year.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Friends of the Gorge for the durable goods used for its gorge improvement project, and the SAFC will fund Friends of the Gorge an additional $407.

Tzedek: Jewish Social Justice

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did err in denying funding to Tzedek: Jewish Social Justice for its travel event by a vote of 9–0−0. The committee felt that since the organization provided a price quote for the flight to Denver, CO, a Google Maps printout of proof of mileage is not needed.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Tzedek: Jewish Social Justice for its travel event, and the SAFC will fund Tzedek an additional $400.

Nothing But Treble

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to Nothing But Treble for their local event by a vote of 0–5−3. The committee felt that since the appropriate room reservation documentation was not included in the original documentation, the funding request for this local event is considered invalid.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to Nothing But Treble for their local event, and the SAFC decision will stand.

The Public Journal

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to The Public Journal for not including its previous publication by a vote of 1–5−2. The committee felt that the group should have turned in the previous publication to make the request for funding valid.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to The Public Journal for its publication, and the SAFC decision will stand.

Bioethics Society of Cornell

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did not err in denying funding to the Bioethics Society of Cornell for its publication by a vote of 0–8−0. The committee felt that since the organization did not submit its previous publication before the funding deadline, its request should not be considered valid.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did not err in denying funding to the Bioethics Society of Cornell for its publication, and the SAFC decision will stand.

Cornell Go Club

Whereas, the Appropriations Committee issued the following report:

The Committee voted that the SAFC did err in denying funding to Cornell Go Club by capping the organization at $500 by a vote of 8–0−0. The committee felt that since Cornell Go Club had applied for funding successfully in Fall 2010, it should be considered a second semester organization.

Be it therefore resolved that, the Assembly adopt the following:

• The SAFC did err in denying funding to Cornell Go Club by capping the organization at $500, and Cornell Go Club will now be capped at $1,000.

Be it further resolved that, the SAFC shall only allocate money if all other funding criteria not considered by the Appropriations Committee are met, including funding caps or other guidelines issues.
