S.A. Resolution #39:Charter for the Umbrella Programming Fund

Whereas, the multicultural umbrella organizations provide a critical component of the student experience to the Cornell undergraduate body;

Whereas, these umbrella organizations have no longer found it feasible to sustainably receive funds from the Student Assembly Finance Commission;

Whereas, the Student Assembly has been charged with “the responsibility to examine any matters which involve the interests or concern the welfare of the student community”;

Whereas, the leadership of the Student Assembly has worked to find an alternative for all of the umbrella organizations outside of the byline funding process, which not all of the organizations would be large enough to apply to;

Whereas, the creation of an autonomous account within the African Latino Asian Native American Students Programming Board, a standing by-line funded organization, would increase the cooperation and communication between these umbrella organizations that would only further the beneficial impact they would bring to the student body;

Whereas, the Umbrella Programming Fund had its charter internally approved by its voting members on February 12, 2012;

Be it therefore resolved, that the Student Assembly approves the attached Charter for the UPF and endow it with the authorities and responsibilities stipulated under Section IV as is explicitly stated within its Preamble.
