Dear Peter, Adam, and Alex,

I am writing to you with an update on the ID card replacement charges.

The Registrar’s Office produces nearly 16,000 ID cards per year for students, staff, and faculty. In 2011/12, 1,754 first-time replacement cards were issued. This was 16% fewer cards from 2010/11.

All students receive their first ID card free of charge. Prior to August 2005, students paid for all replacement cards. In August 2005, the policy was changed to “1st replacement free.” And, as you know, the policy was changed in July 2011 and now students are charged for all replacements cards. In the period between August 2005 and July 2011, the fee structure did not cover our costs. In a time of rising costs, this was simply not sustainable.

I carefully reviewed the income and expenses related to ID card production. The expenses include the card stock as well as other items such as laminate, ink, printers, cameras, computers, and staff time. Income we receive from ID card replacement fees covers part of our expenses. Not charging for the first replacement ID card is just not feasible.

I also considered a tiered pricing structure. In order to cover our costs, the first replacement fee would need to be significant. Increasing the cost of subsequent cards would have diminishing returns (charging a handful of students more money for their 4th or 5th cards doesn’t close the budget gap.)

The cost of all replacement cards will remain at $40. I realize this is not the outcome you had hoped for, but I can assure you we looked at all the costs, expenses, and pricing options.
