February 7, 2013 Letter From President Re: R. 15

Dear Adam,

Thank you for your patience with regard to my final response to the Student Assembly’s Resolution 15, “In Support of a Green Revolving Fund.” We remain in agreement with the goals of the fund, as evidenced by the tens of millions of dollars we now invest in energy conservation.

From 2001 to 2009, the university’s Energy Conservation Initiative (ECI) expended $10 million resulting in savings of over $1 million annually in fuel and electricity costs. Our Energy Conservation Initiative includes both capital projects and operating expense, all directed toward energy savings. The capital projects and campus wide programs across campus total ~$46 million. The expected total savings by 2015 in marginal fuel and electricity costs is up to ~$5 million annually, a 20 to 25% decrease based on the 2011 fiscal year budget.

With our significant $46M Energy Conservation Initiative already in place, the institution will not directly benefit by joining the Green Revolving Fund. However, we recognize that the Student Assembly has a particular interest in creating a Green Revolving Fund specifically to involve more students in identifying sustainability projects, enhancing energy conservation efforts, and expanding student learning and research opportunities. We, therefore, are willing to consider a $1 million loan to create the fund. Repayment details (with interest) need to be developed. In addition, Facilities Services would be willing to work with the students to submit proposals to NYSERDA for any rebates.

If you are interested in going this route, please identify students who can work with Lanny Joyce and Erin Moore in Facilities Services, and Karen Muckstadt and Lisa James in Student and Academic Services to figure out a plan.

Your commitment and enthusiasm towards sustainable energy practices at Cornell are commendable and appreciated. Thank you.
