Standing Committees

Codes and Judicial Committee
The Codes and Judicial Committee of the University Assembly makes recommendations for the Campus Code of Conduct and assists in staffing the University Hearing and Review Boards.
Campus Welfare Committee
The Committee reviews any proposed motions and university policies related to diversity and inclusion; family support; health services; and, any other topic deemed relevant to campus welfare by the University Assembly’s Executive Board.
Campus Infrastructure Committee
The Campus Infrastructure Committee reviews and approves proposed motions related to: environmental impact and sustainability; information technology; transportation and commuter policies; and, any other topic deemed relevant to campus infrastructure by the University Assembly Executive Board.

Associate Committees

Campus Planning Committee
The Committee’s charge is to review and make recommendations to the President regarding physical planning for the Ithaca campus including master planning, land use and physical development, landscape and environmental planning and design, transportation planning, circulation and parking, and infrastructure, new construction and renovations as they relate to the overall planning and character of the Ithaca campus.
Public Safety Advisory Committee
The purpose of the Public Safety Advisory Committee (PSAC) is to advise the Cornell Police on issues related to current campus security policies and procedures and make recommendations for their improvement.
Transportation Hearing and Appeals Board
The Transportation Hearing and Appeals Board (THAB) reviews decisions that have been denied by Commuter and Parking Services Administrative staff on matters relating to violation appeals and special requests for exceptions to parking rules and regulations and/or normal permit eligibility criteria.

Disbanded Committees

Effective Wednesday, 1 June 2011, the following committees will be disbanded, with their responsibilities re-assigned to a new, smaller set of committees.

Assemblies System Review Committee
The Assemblies System Review Committee is charged with continually reviewing the University Assembly Charter and resolving conflicts between and among the constituent assemblies at Cornell.
Budget Planning Committee
The Budget Planning Committee reviews policy and makes recommendations to the university provost concerning development of the University�s long-range plan and budget policies with regards to such financial issues as tuition, student fees, financial aid, graduate student stipends, enrollments, compensation, and endowed Ithaca employee benefits rates.
Board on University Health Services
The Board on University Health Services has primary responsibility for debating and formulating changes in policies concerning Gannett Health Services and other health services-related policy.
Transportation Advisory Committee
The University Assembly Transportation Advisory Committee’s charge is to provide a conduit for community input regarding policies and services related to safe, comprehensive, economical, and efficient transportation programs.
Cornell Store Administrative Board
The Cornell Store Administrative Board has primary responsibility for debating and formulating changes in policies concerning the Cornell Store.
Cornell United Religious Work Advisory Board
The Cornell United Religious Work Administrative Board has primary responsibility for debating and formulating changes in policies concerning the Cornell United Religious Work.
University Sustainability Committee
The University Sustainability Committee advises, consults, and communicates with the University Assembly and its constituents on matters related to the development and implementation of community sustainability issues, policies and programs.

Formerly Associated Committees (Disbanded or Dissociated)

Effective Wednesday, 1 June 2011, the following committees were dissociated from the University Assembly. The assembly will utilize a new committee structure to carry on responsibilities associated with these committees. Since these committees were jointly chartered with other units or assemblies, they are now considered committees of the assembly or administrative unit that jointly chartered them. Please review their websites (below) for more information.

Family Services Committee
The Family Services Committee identifies needs of members of the campus community with family responsibilities, addresses issues related to work/study/life balance, and studies proposals brought by members of the university community or administration to meet those needs.
Childcare Sub-Committee
The Childcare Services Subcommittee identifies needs of the university community concerning childcare services and studies proposals brought by members of the university community or administration to meet those needs. It reports to the Family Services Committee.
Joint Assemblies Multicultural Issues Committee
The Student Assembly Committee on Diversity and Inclusion Initiatives presents and monitors recommendations to the university encouraging interaction among its various racial, ethnic, and cultural constituencies.
Joint Assemblies Financial Aid Review Committee
The Joint Assemblies Financial Aid Review Committee was a joint committee of the Student and University Assemblies. Its successor is the Student Assembly Financial Aid Review Committee.

Committee on Dining Services
The Student Assembly Dining Services Committee reviews policies and budgets of Campus Dining Services.
Committee on Community Life
The Community Life Committee is responsible for advocating for undergraduates living on and off campus and overseeing student initiatives pertaining to residential and campus life, environmental sustainability, health and wellness, community relations, and safety.
Student Assembly Financial Aid Review Committee
The Student Assembly Financial Aid Review Committee examines financial aid policies and reviews their current status. It is the successor to the former Joint Assemblies Financial Aid Review Committee.
Student Assembly Finance Commission
The Student Assembly Finance Commission (SAFC) is the funding arm of the Student Assembly (SA). The SAFC is responsible for funding over 350 registered undergraduate student organizations on the Cornell campus.
Diversity Affairs Coalition
The Coalition shall serve as the body through which the SA, the diversity councils of the undergraduate schools and colleges, the Office of Academic Diversity Initiatives (OADI), and the Center for Intercultural Dialogue coordinate their efforts to promote awareness and understanding of the increasing importance of diversity and create an environment that brings together diverse perspectives and fosters diversity of thought. The SADAC shall be the forum where the efforts of the University Diversity Council (UDC) are introduced to the SA and the diversity councils of the colleges.

Operational Committees

Appropriations Committee
The Student Assembly Appropriations Committee reviews requests from the Student Assembly budget, recommends policies and guidelines for the undergraduate student activity fee, and oversees the Student Assembly Finance Commission.
Communications Committee
The Student Assembly Communications Committee links the assembly with its constituencies by conducting polls, referenda, forums, and hearings. It also publicizes the business and activities of the assembly.
Elections Committee
The elections committee is responsible for coordinating, publicizing, and overseeing undergraduate student elections for positions in the Student Assembly as well as four of six undergraduate positions in the University Assembly.
Executive Committee
The Student Assembly Executive Committee coordinates the officers of the assembly to ensure the smooth operation.

Other Committees

Committee on Inclusion and Diversity Initiatives
The Student Assembly Committee on Diversity and Inclusion Initiatives presents and monitors recommendations to the university encouraging interaction among its various racial, ethnic, and cultural constituencies.

Former Committees

These committees are no longer active but have websites maintained for historical purposes. In most cases, their functions have been consolidated into another committee.

Committee on Information and Technologies
This committee has been formally consolidated into the Student Assembly Communications Committee.
Environmental Committee
This committee has been formally consolidated into the Community Life Committee.
Student Assembly Committee on Women’s Issues
This committee has been formally consolidated into the Student Assembly Committee on Inclusion and Diversity Initiatives.

This committee has been formally consolidated into the Student Assembly Community Life Committee.

Graduate and Professional Student Assembly Committees (open to graduate and professional students)

Student Advocacy Committee
The GPSA Student Advocacy Committee works to act on issues of finances, stipend levels, mental and physical health, child care and the general well being of all graduate and professional students. The Student Advocacy Committee works in consultation with other relevant student and Cornell assembly committees and interested parties.
Finance Commission
The Graduate and Professional Student Assembly Finance Commission (GPSAFC) is the funding arm of the Graduate and Professional Student Assembly (GPSA). The GPSAFC is responsible for funding over 200 registered graduate and professional student organizations on the Cornell campus.
Appropriations Committee
The Appropriations Committee manages GPSA funds and recommends the Graduate and Professional Student Activity Fee to the GPSA. This committee also reviews the policies and procedures for setting and allocating the Activity Fee and recommends to the GPSA the funding guidelines of the GPSA Finance
Programming Board
The Events Committee organizes events for the entire graduate and professional student community. Although the committee’s primary purpose is to put together the annual Grad Ball, the committee is also dedicated to planning a large number of smaller events throughout the year. Events include monthly Grad’s Night Out, mixers, coffee hours, fundraising events, and events for graduate and professional students with families.
Communications Committee
The Communications Committee maintains the accessible flow of information from the GPSA to the graduate and professional student body and the Cornell community.
Operations and Staffing Committee
The Operations and Staffing Committee consists of three GPSA executive officers and all standing committee chairs. This committee reviews and recommends changes of the Charter to the GPSA.
Faculty Teaching, Advising, and Mentorship Award Committee
The primary purpose of the Faculty Teaching, Advising, and Mentorship Award Committee is to solicit nominations for and administer one or more annual Awards to recognize faculty who exhibit excellence in the teaching, advising, and mentorship of graduate and professional students.
Executive Committee
The Executive Committee consists of the President, Executive Vice-President, and Vice President for Operations, who manage the day-to-day operations of the GPSA. They meet regularly with the Graduate School deans, university administrators, and executives of other assemblies. The President is the chair of the Executive Committee.
Diversity and International Student Committee (DISC)
DISC strives to cater to the needs of Minority and International students, with the aim of nurturing an inclusive environment at Cornell.
Graduate School Academic Integrity Committee
The Graduate School Academic Integrity Hearing Board reviews and rules on alleged violations of academic integrity standards by graduate and professional students.
General Committee of the Graduate School
The General Committee is the administrative, legislative, and judicial board of the Graduate School.

Employee Assembly Committees (open to staff)

Internal Operations Committee
The Employee Assembly Internal Operations Committee facilitates the nomination and selection of employee members to both elective and appointive positions administered by the EA.
Elections Committee
The Employee Assembly Elections Committee oversees elections conducted to fill regular vacancies that occur in the assembly each year.
Communications Committee
The Employee Assembly Communications Committee promotes higher visibility for employees as community members, provide a sense of a unified employee body, and helps to create heightened sense of community among all members of the Cornell community.
Personnel Policy Committee
The Personnel Policy Committee of the EA examines, reviews and comments upon personnel policies of the University.
Education Committee
The Employee Education Committee supports employee development, goals, and opportunities.
Staff Recognition and Awards Committee
The Staff Recognition and Awards Committee administers all aspects of the George Peter Award for Dedicated Service and investigates other staff award and recognition opportunities to present for consideration to the EA.
University Benefits Committee
The University Benefits Committee is a joint committee of the Employee Assembly and the Faculty Senate that deals with the entire range of benefits and with both endowed and statutory Benefits. Administrative matters are handled by the Office of the Dean of Faculty.

Former and Disbanded Committees of the Employee Assembly

CARE Fund/Emergency Grant Fund Committee
This committee was disbanded by the Employee Assembly, effective February 8, 2010. Responsibility for the CARE fund was assigned to the Division of Human Resources.

Trustee Nominating Committee
The Trustee Nominating Committee oversees elections for student and employee elected trustee positions.
University Hearing and Review Boards

Faculty Senate Committees Staffed in Part by the Assemblies

Several committees of the faculty senate have positions open to students and non-faculty staff, which the constituent assemblies staff.

Committee on Academic Freedom and Professional Status of the Faculty
The Committee on Academic Freedom and the Professional Status of the Faculty examines and makes recommendations concerning issues and considerations in the areas of: Academic Freedom and Responsibility, Freedom of Teaching and Learning, and the Professional Status of the Faculty. It also receives and reviews written complaints brought by or against Faculty members.
Academic Programs and Policies Committee
The Faculty Senate Academic Programs and Policies Committee conducts initial screenings of formal proposals for new academic programs and policies, examines policies governing use of academic facilities and services, and reviews proposals for new degrees or modification of existing degrees. It concerns itself only with programs and policies that are independent of or extend beyond a single faculty jurisdiction.
Advisory Committee on Athletics and Physical Education
The Faculty Advisory Committee on Athletics and Physical Education works with the Department of Athletics and Physical Education on issues affecting that department and the educational objectives of the University.
ROTC-University Relations Committee
The ROTC-University Relations Committee examines and adjusts the relationship between the Reserve Office Training Corps and the University.
University Faculty Library Board
The University Faculty Library Board assists the University Librarian in reviewing and formulating library policy.
University Lectures Committee
The University Lectures Committee administers the University lecture funds and serves informally as a clearinghouse for other general lectures and scheduling.
Liaisons to Faculty Senate and Dean of Faculty
Each assembly appoints a non-voting liaison to the Faculty Senate to represent its interests.

President’s Council on Alcohol and Other Drugs
The President’s Council on Alcohol and Other Drugs designs, implements, and evaluates the university’s prevention efforts against alcohol and other drugs.
University Council on Mental Health and Welfare
The Cornell University Council on Mental Health and Welfare advises the Executive Committee on Campus Health and other campus leaders on opportunities for improving the overall campus environment by reducing risks, enhancing networks and increasing support for members of the Cornell community facing mental health challenges. The primary focus is on student mental health, though they will consider issues related to employee mental health, as appropriate.
Student Insurance Advisory Committee
The Student Insurance Advisory Committee advises the university administration on the Student Health Insurance Program and related matters.
Student Library Advisory Council
The Student Library Advisory Council provides the University Librarian with firsthand information about student concerns and perspectives about the Cornell University Library and feedback about library plans and initiatives.
University Diversity Council Working Group
The University Diversity Council develops and oversees a variety of initiatives that deepen and reinvigorate the university’s commitment to creating and sustaining an inclusive campus community.
University Neighborhood Council
The University Neighborhood Council addresses town/gown issues of importance to the university and the Ithaca community.
